 Information networks straddle the world. Nothing remains concealed, but the sheer volume of information dissolves the information itself. We are unable to take it all in. (Gunter Grass) 

Emergence of new media of information storage and delivery like CDROM, DVD-ROM, Internet, World Wide Web etc. have thrown up new challenges in information management. Amount of information being available through these media is also increasing exponentially. In such situation storage, processing, indexing, filtering of information is also becoming difficult day by day. Further the process of globalization has opened new threats and opportunities. While there is a threat of encroaching upon our traditional knowledge; there also exists the possibility of converting this knowledge into saleable commodity. The Convention is being organised to consider the main challenges, which are being emerged in these areas.

 CALL FOR PAPERS

The papers are invited on the following topics:

a) Digital libraries, b) E-resources management, c) E-learning including HRD issues, d) IPR issues, e) Specialized information system in the field on Environmental, Sciences, Biotechnology etc., f) Internet and Intranets, g) Connectivity issues

Please note that the topics listed above give a broad outline of the scope of the conference theme and do not limit it. Authors are requested to highlight aspects such as case studies, experiences, softwares for data management, on-line services, human computer interaction, user interfaces, critical reviews and state of the art. The paper submitted will be referred and selected papers will be included in the conference publication and for the presentation. 

SUBMISSION OF PAPERS

The extended abstracts not exceeding two pages must reach the Organising Secretary on or before, 15th February 2003. They will be examined by the technical advisory committee on the basis of quality, originality and adherence to the general theme of the conference. Authors of the accepted abstracts will be intimated before 20th February 2003. Articles of not more than 15 pages should be drawn separately on A4 size tracing sheets. The full text of the accepted papers must reach the Organising Secretary by 5th March 2003. Authors may also send their papers created in MSWord in a floppy along with the printed version in A4 size paper. Paper submitted as e-mail attachment will be preferred. Kindly send your brief bio-data and passport size photograph preferably as e-mail attachment.

The Conference is likely to be co-sponsored by various institutions, such as – CSIR, DRDO, DST, UGC, AICTE, Ministries of Environment, Biotechnology, Information Technology etc. 

SHRI A.S. RAIZADA MEMORIAL LECTURE

Shri A.S. Raizada Memorial Lecture will be organised on a special topic related to the theme of the conference.

 PRE-CONFERENCE TUTORIAL ON INTERNET INFORMATION

RESOURCES AND BUILDING DIGITAL LIBRARIES

Two pre-conference tutorials on (I) Internet Information resources and (II) Building Digital Libraries are being organised at IIT, Roorkee, for the benefit of the participants. The pre-conference tutorials will be held on 7th & 8th April 2003. The participation fee is Rs.1500/- per tutorial which will be in addition to the conference registration fee. Special rates for joining both the tutorials are Rs.2500/-. The tutorial will focus more on the hands on experience. The number of participants for the pre-conference tutorial is going to be limited, hence the interested persons may send their nominations at the earliest so as to avoid disappointment. The persons intending to participate must inform the Organising Secretary in advance.

 EXHIBITION

During the conference period, an exhibition of hardware, software and other library materials is being arranged. Agencies desirous exhibiting their products may contact the Organising Secretary.

 ACCOMMODATION

The arrangement for stay of participants will be made in Institute hostels and guest houses. An amount of Rs. 400 will be charged for non air-conditioned accommodation and Rs 800 for air-conditioned accommodation. Request for accommodation must accompany the registration request. Arrangement can also be made in hotels at Roorkee and Hardwar on the request of the participants on advance payment basis. The charges for hotel may vary from Rs.400/- to Rs.1500/- per day as per the facilities available in the hotel.

ABOUT SOCIETY FOR INFORMATION SCIENCE

The Society for Information Science (SIS) was formed during 1975 with the following aims;

 i)          To promote interchange of information in the discipline of information science and its subdivision amongst the specialists and between specialists and the public.

ii)           To encourage and assist the professionals to maintain the integrity and competence of the profession.

iii)      To foster a sense of partnership amongst the professionals engaged in these fields.

The Society is of the firm opinion that there should be systematic approach in adapting new information technology with cot-benefit analysis. There should also be a plan to strengthen infrastructure viz., to create manpower and maintenance support to the new technology. Membership

Society for Information Science (SIS) is an all India professional body devoted to encouraging interaction among information professionals, scientists, managers and users. The Society is truly professional in nature. It enrolls only the qualified persons as members after the applications have been screened and approved by the Membership Screening Committee which is duly nominated by the Executive Committee. 

 The Society organises annual Conferences on different themes and short-term courses on various topics every year. The SIS awards Fellowships to members in recognition of their outstanding contributions to information Science and to Society. The Young Information Scientist Award has been instituted in 1989 in the memory of Late Shri A.S. Raizada, Founder Secretary of SIS. The publications of SIS include SISCOM and SISTRANS. Membership is open to all information professionals. Membership fee for life members is Rs.1000/- Annual fee for ordinary members is Rs.100/-. Institutional membership is open to institutions interested and involved in information management. The institutional membership subscription is Rs.10000/- per year.

ABOUT THE HOST – IIT, Roorkee

 Indian Institute of Technology, Roorkee is the oldest engineering education institution in the country. It was established in 1847 as College of Civil Engineering Roorkee which was renamed as Thomason College of Civil Engineering in the memory of James Thomason (then Lt. Governor of North West Provinces) in 1854. Thomason College was converted into University of Roorkee after independence in 1947 which now have been converted into Indian Institute of Technology, Roorkee by the Central Government recognizing its national importance.

 The Central Library of the Institute was established in 1848 as the College Library. It was renamed as Central Library in 1862 after the collection of Adiscombe College London Library and Ganga Canal Library was merged into it. Starting with the few hundred books the library has now a collection of 3.0 lacs books and subscribed to more than 650 print journals. The library is a real amalgamation of the old and the new. While on one hand it is proud of its archival collection on the other hand it utilizes the latest information technologies in its functioning. It is a fully computerized library, has its own local area network (LAN) with 50 nodes, 3 servers and 2 CD ROM servers. This LAN is connected to the fibre optic network of the Institute, which makes the digital resources of the library available throughout the institute. The library subscribes to a number of CD ROM databases. The library subscribes to around 5000 e-journals and a number of e-data bases including Compendex , Inspec, Chemical Abstracts, Web of Science etc. A full-fledged digital library of archives and doctoral theses is being developed.

 ABOUT ROORKEE

Roorkee is situated at the foot of Himalayas, has picturesque landscape blessed with holy Ganga canal; and is the gateway to world famous pilgrimage and tourist places of Hardwar, Rishikesh, Valley of flowers, Badrinath, Kedarnath, Dehradun and Mussoorie. It has a population of over 1,00,000 and is at a distance of about 180 Km from Delhi. It is directly connected through railways to Delhi, Bombay, Lucknow, Calcutta, and Amritsar. Regular bus and taxi service is available from Inter State Bus Terminal at Delhi and takes about 5 hours from Delhi to Roorkee. The upper Ganga Canal which takes off from the holy river Ganga at Hardwar passes right through the town. Besides the IIT, the town has several other organizations of national level namely Central Building Research Institute (CBRI), National Institute of Hydrology (NIH), Irrigation Research Institute (IRI) and Bengal Engineers Group (BEG). The weather in April is usually hot with temperatures around 35°C during day and around 15°C at night.

TOURS

The site seeing tours to nearby important places such as Mussoorie, Hardwar, Rishikesh, Badrinath, will be organized for the participants and their accompanying persons on payment basis.
